What is the difference between Program Evaluation and Research?

We get this question quite often.  Basically, research and evaluation are both scientific methods and they use similar methods but the purpose of each is different.  Research seeks to contribute to generalizable knowledge and test a hypothesis.  Evaluation seeks to continuously improve programs and produce findings and recommendations for decision-making.

How does Program Evaluation compare with Surveillance?

Surveillance is the ongoing, systematic collection, analysis and interpretation of health related data (CDC, 2001).  Surveillance data are often used as data sources fo program activities. However, surveillance data alone is not always enough to appropriately answer certain types of evaluation questions.

How are Program Evaluation and Performance Management related?

Performance measurement is the ongoing monitoring and reporting of pogram accomplishments, particularly progress towards pre-established goals (M-21-27, 2021). These data can be used to identify increasing or decreasing performance that may warrant further investigation.  Program evaluation helps you identify the reasons behind these changes and potential areas of improvement.
